gen_identity_weights: Add --p47 option for static feature visualization
Adds --p47 flag to output static features directly:
- p4 → ch0 (UV.x)
- p5 → ch1 (UV.y)
- p6 → ch2 (sin encoding)
- p7 → ch3 (bias)
Useful for visualizing static feature generation without input RGBA.
Updated doc/CNN_V2_DEBUG_TOOLS.md with --p47 usage.
