refactor: remove WIN32 platform checks from seq_compiler.py
- Remove #if !defined(DEMO_CROSS_COMPILE_WIN32) guards
- platform.h included transitively handles depthSlice compatibility
- Regenerate timeline.cc with cleaned output
- Tests: 34/34 passing
