docs: Remove @ symbols from commented design docs to prevent auto-loading
Reduced context from 31.6k to ~10k tokens by preventing Tier 3 design docs
from being auto-loaded. Only Tier 1 (critical) and Tier 2 (technical ref)
files loaded by default. Load design docs on-demand with Read tool.
