refactor(gpu): Relocate effects to src/effects and streamline includes
This refactoring improves the project's structure by decoupling visual effects from the core GPU module. All effect implementations have been moved from to a new top-level directory. Shared utilities like , , and have been consolidated into the parent directory. - **Motivation**: To create a clearer separation of concerns, making the codebase easier to navigate and maintain.
